Cari nudgers, 

con riferimento al punto 1 oggetto di aggiornamento nella email augurale di inizio anno (vedi qui sotto), penso di fare cosa utile nel parteciparvi in allegato il programma della inaugurazione della MEDEA University prevista a Valletta il 5 febbraio p.v. Dal programma e dai partecipanti si evince l’importanza dell’evento.

Con riferimento al punto 2 vi informo che nello spazio avuto all’interno delle “Parallel blended sessions - PhD” il 6 pomeriggio – Sessione Leadership, nel corso di un breve speech tecnico su Education, Africa (Piano Mattei) e e-Learning, avrò modo di trattare la proposta di costituzione di una MEDEA Alumni Association …

Rimango a disposizione per ogni chiarimento e seguito, soprattutto in vista di una partecipazione coordinata a Lubiana PIConf 2026 il prossimo maggio.

with reference to point 1 of the updates contained in the new year’s wishes email (see hereunder), i think it’s useful to attach the Inauguration Programme of MEDEA University in Valletta on 5th february next. From this programme and its participants the importance of this event appears clearly.

With reference to point 2 during my short technical speech on Education, Africa (Piano Mattei) and e-Learning innovative platforms (satellite based), i will also have some time to deal with the proposal to set up a MEDEA Alumni Association …

nell’augurare a tutti un sereno e proficuo 2026, aggiorno, anche in rappresentanza di Assocorce,  la sequenza delle info di interesse di questo “thread”.

Circa il punto 1 (Equipollenze titolo PhD Pegaso International), facendo seguito all’ultimo aggiornamento di giugno scorso ai tempi dell’ultimo Audit MFHEA di Napoli al quale ho partecipato (vedi qui sotto la email), vi confermo (forse qualcuno non è ancora venuto a conoscenza) che MED.E.A ha ottenuto l’upgrade da HEI (Higher Education Institution) a “University” nell’Ordinamento maltese. E’ ovvio che questo importante step – è prevista per il prossimo 5 febbraio a Valletta una Conferenza di presentazione ufficiale anche con la partecipazione della Presidente del Parlamento Europeo Roberta Metsola – crea un quadro molto più favorevole per una rapida soluzione della problematica in oggetto. Stiamo attivamente considerando profili e livelli e torneremo a voi con una info mirata.

Circa il punto 2 (Costituzione di una Associazione Alumni P.I.), parimenti abbiamo ricevuto dal Gruppo Pegaso International reiterate manifestazioni di interesse e studiato insieme varie forme di supporto che potremmo ricevere. Da tale crescita complessiva di “clima” propositivo, essendomi tra l’altro già personalmente iscritto, suggerisco a tutti di partecipare alla oramai prossima, nei tempi delle Conferenze, e con la scadenza per la presentazione di abstracts fissata per il 15 febbraio p.v., Make Learn TIIM & P.I.Conference a Lubiana (Slovenia), 21-23 maggio 2026 “Leadership, Learning, and Business Beyond Boundaries”

Dear “nudgers”, 

while sending you all our best wishes for a fruitful 2026, i would like to update the sequence of info of interest in this “thread”.

Regarding  point 1 (National Equivalences of the Pegaso International PhD title), following up to our latest info in june past on the occasion of the MFHEA Audit in Naples, where i participated (see the relative email hereunder), i confirm (maybe someone is not acquainted yet) that MED.E.A was awarded the upgrade from the status of HEI (Higher Education Institution) to the status of “University” in the maltese educational system. Obviously this important step – an institutional  presentation Conference is scheduled in Valletta on 5 february next with the participation of Roberta Metsola, President of the European Parliament – sets a more  favourable framework for a quick solution of the said problem. We are actively considering all profiles and levels and we will be back to you with a more detailed description.

Regarding point 2 (Setup of a P.I. Alumni Association), likewise we have received from the Pegaso International Group repeated signs o interest and studied together various types of support that could be given. Considering this overall growing positive climate i suggest you all to take part (i have registered already) in the upcoming Make Learn TIIM & P.I.Conference in Lubiana (Slovenia), 21-23 (Thursday thru Saturday) may 2026. The three sessions in programme with their wide scope “Leadership, Learning and Business without boundaries” allow scientifical production in multiple domains: abstracts are due by 15 february next.

Cari “nudgers”, 

come credo ai più di noi sia noto, approfittando di una molto recente riunione internazionale (audit MEDEA HEI la scorsa settimana a Napoli da parte della preposta Authority maltese – vari di noi erano presenti on site o online), vi condivido alcune personali considerazioni di clima positivo a vari livelli, ivi compresi stimoli a coordinarsi su una serie di obiettivi, come segue:

1)            Circa il tema ben noto delle certificazioni dei PhD P.I. (ora MED.E.A.) ai fini dell’equipollenza nell’ordinamento italiano (profili pubblicistici) da rilasciarsi, in base alla nuova normativa a partire dal 2022, da parte delle singole Università italiane dotate di corsi analoghi, oltre alle Università che sono state già segnalate nelle info di questo “nudge group” (vedi in primis Milano Bicocca), esiste uno specifico processo anche presso UniPegaso. Si vada alle pagine dedicate “Riconoscimento Dottorati Esteri” nell’area https://www.unipegaso.it/ricerca-scientifica/dottorati-di-ricerca per scaricare regolamento e modulistica. Chiedo inoltre a tutti voi di segnalare brevemente ogni aspetto od esperienza diretta in materia e in particolare sullo specifico flusso con UniPegaso o altre Università italiane (Roma La Sapienza ?) che abbia portato a risultati

2)            La reiterata motivazione di arrivare alla creazione di una Associazione Alumni International Pegaso che potrebbe grandemente supportare l’ampliamento della rete, di nuovi studenti, di enti collegati, di progetti, in generale anche di collegamento professionale con opportunità che lo stesso Gruppo Pegaso potrebbe offrire.

Ho motivo di ritenere che la nuova struttura societaria della holding Multiversity, nella quale la sezione “International” è ora divenuta indipendente formalmente da UniPegaso e dai suoi ambiti di azione più “nazionali”, come ci è stato ampiamente relazionato, sia in effetti una nuova base che può sprigionare un rilancio di azioni e programmi sullo scenario mondiale. 

In questo senso ci è stato illustrato anche il collegamento al corrente Piano Mattei del Governo italiano per la collaborazione con una serie di Paesi Africani di storico collegamento con l’Italia. 

Avrei quindi intenzione ora, oltre ad aggiornare le info a supporto della nostra rete sulla base dei riscontri che mi darete e che potrò “centralizzare” (vedi il caso equipollenze di cui sopra), sia di mostrare nel nostro gruppo “nudge” la presenza già da ora di un “core” di azione attrezzato con una serie di tools digitali per commutarsi in una vera e propria Associazione Alumni, il che potrà da subito portar anche a targare in modo meno generalistico (giocoforza) le pagine web che in qualche modo già “girano”, ospitate dal sito Assocorce, per il supporto del cavallo alato della conoscenza “Pegasos” …. ivi comprese proposte di numerose collaborazioni docenziali ad alto tasso di innovazione e internazionalizzazione …

as i believe most of you already know, on the occasion of a recent international meeting (the audit held last week in Naples of MED.E.A. HEI by the maltese dedicated certification Authority – several of us were in fact present on site or on line), i would like to share some personal considerations of positive climate at various levels, including an invitation for us to coordinate on a series of objectives as follows:

1)            Regarding the well known issue of equivalence certification for the PhD P.I. (now MED.E.A.) Titles for the italian legal public profiles, which, as by the Ministerial Regulations enforced in 2022, is now to be released by the single Italian Universities having consistent alike Courses, beyond the Universities that have been already indicated for this purpose in our “nudge group” infos (i.e. Milano Bicocca), there is also one such progress within UniPegaso itself. to download the rules and forms for application.  I finally ask you all to let us know briefly any direct experience in this area and especially about the specific process by UniPegaso or other italian universities (Roma – La Sapienza ?) that were in the end successful

2)The reiterated motivation to create a International Pegaso Alumni Association which could strongly support the enlargement of the research and education network, with new students, graduates, connected entities and also professional opportunities that the Pegaso Group itself could offer or promote

I have reasons to believe that the new corporate structure departing from the Multiversity holding, in which the International branch has now become an independent entity equivalent to UniPegaso (which remains more dedicated to the domestic market), as we have understood from the specific reporting at the conference, is as a matter of fact a new basis for the relaunch of actions and programmes on the global scenario. In this sense we were also informed of a strategic commitment that the Pegaso Group has already taken regarding the current “Piano Mattei” of the Italian Government for collaborations with a large number of african Countries historically connected to Italy. 

I’m therefore currently considering, apart from updating the info supporting our network, from the feedbacks i will have from you (especially regarding the equivalence issue), to show that our Nudge Group could already be the “core” of actions and supporting digital tools underpinning the future envisaged Alumni Association. This could also quickly bring to publish more and fully formally the contents of the already existing web pages which are now hosted in the Assocorce website in support of the “winged horse of knowledge” Pegasos … including various educational proposals rich in innovative and international contents …

Cari “nudgers”, si dice che l’”Epifania tutte le feste le porta via” e quindi siamo ancora in tempo per farci gli auguri per questo anno appena entrato. Mi permetto di fare una considerazione, insieme ad Assocorce che ci segue con interesse e continuità: non sottovalutiamo mai l’importanza di “agitarsi” con intelligenza e perseveranza per le cose in cui crediamo ! Infatti, in un mondo di mediatica spesso distorta in cui tutti per definizione hanno RAGIONE e non ammettono mai le loro mancanze o peggio, le ragioni bene esposte lavorano indipendentemente nelle menti e creano le condizioni per cui alla fine i problemi trovano una forma di soluzione, come stiamo vedendo nel caso delle “equipollenze” del Titolo per noi particolarmente importanti, magari non subito, magari per vie che non ci saremmo aspettati … ma arrivano a bersaglio. Aggiungo infine pertanto a questi auguri l’auspicio di un anno pieno di resilienza e “serendipity” ! 

Dear  “nudgers”, if the Epiphany is the occasion for last minute wishes before the Season’s end, we are today still on time to share with you the best wishes for the newborn year. Allow me a consideration, in one with Assocorce which follows us with interest and continuity: let’s never  undervalue the importance of “tensing up” in intelligence and resilience for the things in which we believe ! In fact, in a world of often distorted media communication, where everyone claim TO BE RIGHT by definition, never admitting their shortcomings or worse, well explained reasons work anyway their way through the minds, independently, and create in the end the conditions for some forms of solution, as we are witnessing in the case of the PhD Title equivalence, so crucial to us, maybe not at once, maybe in ways we would not expect .. but finally hitting the target. Therefore let me finally add to this wishes the good omen for a year full of resilience and successful  “serendipity” !

Oggetto: Ulteriori aggiornamenti specifici per l'equipollenza in Italia del titolo PhD P.I. - Dettagli relativi alle procedure di equipollenza in Italia

Cari Nudgers, 

faccio seguito alla newsletter (vedi qui sotto) recentemente estesa ai partecipanti internazionali del nostro Gruppo nudge, per dare come anticipato alcuni dettagli aggiuntivi di interesse dei partecipanti italiani, relativi al punto 1 (Procedure di equipollenza in Italia del titolo PhD P.I.). Ho infatti potuto parlare ieri con l'Avvocato Gaetano Stea, che ringrazio della cortese disponibilità, e che ci legge a sua volta in quanto ha aderito a sua volta alla nostra rete. L'Avvocato Stea, autore del positivo ricorso TAR Campania avverso UniPegaso già menzionato, mi ha fornito vari preziosi inputs dalla sua esperienza diretta, che riepilogo qui sotto, e sui quali rimango / rimaniamo a disposizione per ogni ulteriore chiarimento:

- la sentenza TAR Campania ha "sbloccato" l'iniziale reticenza di UniPegaso a procedere con la certificazione di equipollenza nell'ordinamento nazionale dei titoli internazionali del proprio Gruppo. Peraltro, da esperienze avute nel 2024, tale procedura è rimasta piuttosto pesante con richieste di vari adempimenti ulteriori quali supplementi di nuove parti nelle Tesi, ore di docenza, ecc.

- si è riscontrato invece già in qualche occasione, proprio per Dottori PhD P.I, una positiva disponibilità al suddetto riconoscimento, concluso con successo, di equipollenza da parte dell'Università di Milano Bicocca che a questo scopo ha un servizio ben tracciato online con ciclo breve (indicativamente 90gg). Nelle more dell'aggiornamento di tali novità dentro il "Manifesto" del Gruppo Nudge online cliccabile dall'apposito widget di fondo homepage  <http://www.assocorce.it> www.assocorce.it raccomando sin d'ora a chi volesse esperire il suddetto procedimento, di rimanere in coordinamento perchè vi sono vari aspetti dell'esperienza sin qui avuta che è bene conoscere e condividere per rendere fluido e positivo il risultato auspicato. 1.	Regarding the issues with equivalence of the P.I Malta PhD title as a full right Doctorate in Italy (i.e. for public purposes), there is an important step forward with the publication of the Regional (Campania) Administrative Court (TAR) sentence positively ruling this equivalence and enforcing recognition by UniPegaso upon request by each title holder, as by the new rules in international equivalence introduced in 2022.    2)   Regarding the enhancement of our collaborative and educational area in the webpages mentioned in the introduction , we have now 3-4  more junior CVs (students, graduates, etc.) interested in new economies and societies (and specifically the Space sector) who also joined the recent joint mission Shortman Consultants – Assocorce to  <https://www.iac2024.org/> Milan 2024 IAC (International Astronautical Conference and Exhibition) – 14-18 october last – on Friday 18 october public day. The juniors group was coordinated by our colleague Prof. Roberto Fotia and had an enriching  chance to attend my IP (Interactive Presentation) at the stands, on the fastly growing spin in / spin out activities of this New Space Economy sector, involving and fertilizing almost all of the traditional terrestrial industrial productions, as well as a guided tour of the 
same stands with some Q&A with the same Exhibitors in the domain of transportation, communication, life in space and space services   for terrestrial usage. As a result of this initiative we have now 2 educational products available for any kind of training support (starting from the
high school level) published on the IAF (International Astronautical Federation) platform. Because to the already present module on the features,  financing and management of the new small satellite systems for terrestrial uses (G.P. Sciortino, A. Finally, again regarding the theme of hybridation between Space and Non Space productions, with a special focus on the SMEs leverage to 
enlarge the Community, with the support of some national clusters and institutions, a dedicated free event is being organised in Rome for the beginning of 2025, with free exhibition spaces and one to one contact areas. Shortman Consultants / Assocorce will have an important 
organising role and intend to make their event spaces and speeches equally proactive for the various levels of the said Community, that is not  only industrial but also Educational, R&D and Amateurial.
